En este informe se exponen los resultados del estudio llevado a cabo en 2015 y 2016 sobre el grado de accesibilidad al sufragio en España por parte de las personas con baja visión. Los participantes han sido personas mayores de 18 años con derecho a voto y con resto visual.
El número de individuos que han participado en la encuesta es representativo del total de personas con baja visión con derecho al voto en España, 110 de 909.070.
Existen unas características intrínsecas y extrínsecas al espacio donde se lleva a cabo el ejercicio del sufragio universal. Las intrínsecas son las propias de los edificios y sus elementos como las rampas, escaleras, etc. Para la función visual serían la iluminación, la posición de los paneles y su tamaño de letra. Las características extrínsecas al colegio son las externas y no dependen de ellos, como son los colores de las papeletas, el tamaño del texto de las papeletas, los iconos…
Atendiendo a los resultados obtenidos se puede afirmar que se encuentran deficiencias en el sistema electoral español en relación con el acceso y participación de las personas con baja visión en su derecho al sufragio. La mayoría de estas personas, el 90%, reconoce que les cuesta hacer uso de su derecho al voto.
La mayor barrera se encuentra en las papeletas: el tamaño del texto es pequeño, existe poco contraste entre las letras y el color del fondo, cuesta encontrar una concreta entre todas, el tamaño de los iconos es pequeño y es difícil distinguir entre las del Senado y las Cortes. Hay que añadir que el 46,36% de las personas con baja visión que acuden a votar considera que el texto en los listados que indican la mesa que les pertenece es pequeño, la iluminación es deficiente en los espacios donde se realiza la votación, les es difícil ver los carteles que identifican la mesa que les pertenece o no distinguen la urna.
No obstante el 99,09% de las personas con resto visual llegan a realizar el voto porque usan estrategias como: llevar preparados los sobres con las papeletas desde casa, solicitar ayuda a familiares o amigos, llevar el documento que remiten a casa donde indican la mesa que les corresponde, usar ayudas ópticas como las lupas de mano para ver mejor.
En resumen; queda mucho por avanzar en materia de accesibilidad para este colectivo en el ámbito del sufragio y aumentar sus facilidades a la hora de votar.
